My 5 year old stepson was left locked out of his house a random neighbor took him in cps says the whole neighb?

my 5 year old stepson was left locked out of his house after school. a random neighbor took him in. the mother didn't show up til hours later. cps says the whole neighborhood has adopted this thing to where if you see a child you just pick them up and leave your info at the door until someone contacts you or comes to get them. these people don't even know each other by name, house or phone number. i don't know what else to do. i feel his safety is at risk and cps doesn't even care. any suggestions? i live in tx if that helps.
