How to tell if my kitten is deaf?

i just got a new kitten and she is 4 weeks old. she does meow but its very faint, when i call her she doesn't react, she doesn't wake up from a nap unless someone touches her, and i tried ti snap and clap behind her ear but she didn't respond to anything. we also have 3 dogs to whom she has never been introduced but when they bark, its like she doesn't hear anything? is she deaf?
